But ice-free arctic waters are more than a symptom of global

These plans represent the first generation of investments to be made in order to build a competitive future without the dangerous levels of carbon-dioxide emissions that are now driving global

Such a speech will encourage no one to “bear any burden” for the sake of any universal principle or challenge, be it human rights or global
warming.
