In addition to heads of state and government from all over the world, the summit will bring together civil-society and private-sector organizations, because, when it comes to meeting
humanitarian
needs, everyone must be involved.
But while the responsibility for upholding
humanitarian
norms does not concern only governments, they are essential in enforcing them.
In order to prevent

disasters resulting from war, the first priority is to respect the norms aimed at safeguarding civilians.
